Disadvantaged Business Enterprise Opportunities

The KY 8 Licking River Bridge project presents a strong commitment to fostering inclusivity and creating opportunities for Disadvantaged Business Enterprises (DBEs) throughout the project. This initiative is an integral part of the bridge's construction, which includes the addition of a new signature three-arch bridge structure, the expansion of lanes, improved bike and pedestrian connections, and enhanced safety for all users.

By emphasizing DBE participation, the project ensures that businesses owned by socially and economically disadvantaged individuals have access to contracting opportunities. Specifically, the project team will offer workshops and information sessions, focusing on DBE certification and pre-qualification processes, along with tailored opportunities for DBEs within this project.

As a reminder, a DBE is a for-profit small business certified through formal procedures to verify that it is at least 51% owned by socially and economically disadvantaged individuals, who also manage and control the daily operations of the business. Under this program, businesses owned by African Americans, Hispanics, Native Americans, Asian-Pacific Americans, Subcontinent Asian Americans, and women can qualify. Additionally, other individuals can also be recognized as disadvantaged on a case-by-case basis, based on the program's criteria.

The project team’s efforts align with federal DBE requirements, ensuring fair and equitable access to contracting opportunities. The overall goal is to exceed the DBE participation targets and support economic equity for underrepresented communities, benefiting both the business owners and the broader Northern Kentucky region.

For further information on how to become a certified DBE and participate in this initiative, interested individuals and businesses can visit the Kentucky Transportation Cabinet’s Office of Civil Rights and Small Business Development.
